Strange, the made by ATi 9800xt in my sys. says the AGP Speed is set to 8x, and Fast Write is on. Do you have tabs at least? The Dell Drivers' blow goats, and don't include some OEM features, or are available on the VGA itself. Do you have Temporal Anti-Aliasing Feature aka in Cat 3.7 drivers?
I would also double check the Bios and make sure your AGP aperature is 256 and not 128,(and AGP 8x which is factory anyhow). But I wouldn't worry too much outside the AGP/Bios Settings.

Dell drivers were gone the first day! I believe all the proper tabs are there even the overdrive which I never had till I did the bios update. Catalyst 4.6 Display Properties, options tab/details says current bus setting 0. All other settings etc say 256, but nothing that says aperture. Where do I find that?

its found in the bios, the aperture size is the amount of system memory that is allocated to video card performance, since your card already has 256mb, 128mb should be fine, you could play around with the settings to see if you a notice a diff, but more then likely you wouldnt. dont worry to much about the smartgart and fast writes being disabled. in fact some people have noticed instability with fast writes enabled. either way youre not missing anything.
