I was wondering why my XPS Gen3 was a little noisy and was thinking of doing some mods when I noticed that there is a black piece of plastic blocking one of the fans in the cowl that cools the heat pipe. Normal??

No, it should not be removed. This paper prevents air from being blown into the case and immediately getting sucked out. The way it is now, air is sucked right off the heatsink, which is hot air, and makes the fan run at a higher RPM. What you CAN do is buy an 80mm fan and place it on the other side of the heatsink so that it helps the output fan blow out hot air. This will help cool the heatsink more, lower temperatures, and lower noise. I have this as one of many mods on my gen3 and its considerably quiter.

Yes, it is completely blocked off. The fan is blowing into that black piece...it looks wrong to me. Where is the air going??

I just spoke to a Dell Tech...after a 5 minute pause (where he went down to the lab to see a Gen 3 they have there), he said that both fans were unobstructed! He's sending me a new unit?!

obstucted is not how id describe the fans that you have. one is blowing air into the case and the top sucks it out.

But that fan has NO access to the inside of the case. How could it possibly be effective?

Just Received the REPLACEMENT cowl... it was exactly the same :-)
BUT....
I also received this email from Tech Support...
"Just wanted to thank you for the pictures, they're going to be a HUGE help in preventing this from happening in the future. I do have another favor to ask though. When you receive the new system fans, let me know if the problem exists with them as well. I'm confident that hte new ones will be fine, but we have found several other fan assemblies with that piece of plastic, and we're watching for it in the factory now, however, there could be thousands in service stock that were manufactured before we were aware of this, so the possibility definitely exists. Thanks again! And if you have any questions or concerns, don't hesitate to ask.

Theoretically...
He knows other techs and engineer's at Dell. He may also know other Dell research and development people. He may have access to the same tool suites for System and Bios manipulation.
If you could, point him to this forum. Specifically, the Photography, Overclocking, & Cooling Sections. The way this forum is structured,this would be an invaluable tool to get real time feedback on how Dell's perform in the field.
And a good place to discuss, "Should Dell unlock the Bios for Customers that own Systems no longer in production or under warranty?."
