So I got a new mobo/processor and PSU, that eliminated my system shutting down. Here is the other weird thing. After playing CS:S for a little while, my USB devices stop responding or get slow to respond. i.e. I hit a key, the key reacts a few seconds later. Same with my mouse. My tripplite software registers that the UPS was disconnected. I'm stumped at this one....

The USB ports are seperated into groups for their controllers ( divys up the bandwidth ) and fused power sources ( divys up the milliamps ). You can play accountant and add things up and also look at your computer usage under normal conditions and the ones you mention. USB eats some puter resources for sure!

anotehr q, besides his, did u apply any speed rate patches, incase u don't know the standrd update usb rate in winxp is 125hz, for hight end mice, mx510, diamondback this can be increased for smoother and faster respond times. This would f*ck up usb ports. if u haev too much connected.

Turns out it is a HL2/Steam issue. Other people have this problem. I did some searching on the steam forums under input lag keyboad mouse.
