Just had a random question . I just ordered a Gen 4 and was wondering if the 460W was the active or max? not like i'll reach them either way but just curious because i was going to swap out all the factory fans with new, more efficent ones. and can anyone tell me some way to mount a fan on teh HS for the copper fin heatsink? looks to me that its a ripoff of the new thermaltake heatsink however that comes with a bracket that you mount a fan to ... any other easy mods for a Gen 4 system would be much appreciated (if they're relatively easy and cheap) and how much would replacing the heat pad with AS5 do?

The XPS PSU is rated at MAX, an industry standard that Dell got right. The confusion had to do with other Dell models and their nominal ratings.
Replacing any thermal gunk with AS5 is always a good idea. The results take time, and will vary based upon your cooling situation. -1 to -3c with the difference subjective to each user.
Other users would have better options for mounting a fan to the heatsink. If the holes I see pictured on the hsink protrude thru the "fins", use insulated wire to attach a Fan. Lose the shroud, Replace the R.Fans, and Install a Beefy Front Intake Fan in the 80-100 CFM range. Much like what Thermal Take 92mm Smartfans are capable of;D Thats a basic ATX Fan setup minus the PSU.
-The problem: Fan Noise, Dust over Time, Power Consumption, Wire Management, # Molex Connectors.
+But definately some coolness factor, no pun.
